Charter of demands

What we are asking for

मांग पत्र

Carried forward from the AIRRBEA national charter and adapted to conditions in Madhya Pradesh Gramin Bank after the One State, One RRB amalgamation.

01

Revised promotion rules

Reduced qualifying service and creation of higher cadres, notified and implemented without further delay.

02

Service and leave regulations

Brought in line with the wider banking industry, including leave rules long pending in RRBs.

03

12th Bipartite Settlement benefits

Full payment of SCSA allowance, officiating pay as recommended by the Mitra Committee, and overtime allowance.

04

A written transfer policy

A uniform, published policy for the amalgamated bank — and an end to unauthorised interference in postings.

05

Fill the vacancies

Recruitment in every cadre. Branches are running short-staffed while business per branch keeps climbing.

06

Performance Linked Incentive

Implementation of PLI on par with the rest of the banking industry.

07

Withdraw the IPO proposal

No disinvestment or private capital in RRBs. The rural mandate is not a listing prospectus.

08

Branch-wise IFSC codes

End the single-IFSC arrangement that routes every transaction through the sponsor bank, and upgrade core technology.

09

Pension parity

Parity in pension and terminal benefits with commercial bank counterparts, for serving staff and retirees alike.

10

Regularise outsourced staff

A time-bound scheme for those who have kept branches running for years without security of service.

Why these ten

The amalgamation changed the ground

The One State, One RRB consolidation of 1 May 2025 merged the state's regional rural banks into a single institution. Scale went up. The staffing, promotion and transfer rules did not follow.

A larger bank with one transfer policy written for a smaller one produces exactly the grievances the unit now spends most of its time on. Several of the demands here are simply asking that the rulebook catch up with the institution.

The charter is backed by a programme of action

Dharnas, deputations and strike notices, phased through 2026.
